Ceenta Vowei
Ceenta Vowei was created as a province of Kandel
in 1115, thirteen years after the peasant revolts in the area and only one
year after Arkijt officially released its hold on the land. Kandel was quick
to recognize the area’s advantageous location, and started hosting the
Market Day Fairs, an annual trading festival, in 1121. Ceenta Vowei, though
landlocked, is directly in the middle of the continent and serves as a
convenient trade center. The area grew so rich, in fact, that in 1250 the
current Ryn of the Ceenta Voweiian province, Maroway, declared Ceenta Vowei
a separate kingdom and severed political ties to Kandel. Kandel accepted the
declaration, and the two remain very much alike in their political and
religious systems. They also have the strongest and most stable alliance in
the history of the world.
In 1251 the city of Jaharta was declared
the capital of the nation. The city sits on the River Callain and its
palace is home to the Emperor of Ceenta Vowei in the summer. The Ryn of
the Jahartan province resides there in the winter. The Councilor resides
in Jaharta year-round, in the Court. When the Emperor or the Ryn are not
there, they live in the palace city of Ryntre’il.
Government:
The government of Ceenta Vowei is set
up like the
Kandelian
government, with one major ideological difference. Most of the rulers in
Ceenta Vowei are male, from the Emperor to the lowliest Advisor. In fact,
while Kandel is willing to accommodate male rulers, Ceenta Vowei rarely
allows women to rule. This is a relic of the time when Ceenta Vowei was a
part of the patriarchal Arkijti Empire, whose ideologies are still a part
of people's beliefs despite their adoption of most of Kandel's customs. This
causes some tension between the two nations, but they have mostly learned to
tolerate the other’s beliefs.
Defense:
The armies of Ceenta Vowei are like
those of Kandel, but usually only men are allowed to fight. The Ceenta
Voweiian army also has archers, but they are not such an integral part of
the army. Therefore there are no separate factions.
Military Training:
Knight training is on the same hierarchy as
Kandel and works the same way, except that women are strictly barred from
becoming knights.
Religion:
The religion of Ceenta Vowei is the
Modern Catah, the same as Kandel, and there is less of a variety of
different religions. Religion is also not as important an aspect of life as
it is in Kandel. Many citizens of Ceenta Vowei define themselves as people
who believe in the religion but are seldom practicing members.
Religious Training:
Religious training works the same way
in Ceenta Vowei as it does in Kandel. There are many more priestesses than
priests in Ceenta Vowei, however, since some use the training as an avenue
of education for their daughters.
Other Training:
There is a standard training for most
other trades, such as merchants, carpenters, groomsmen, or any other
standard "city trade". In each city several guilds exist, and within these
guilds apprentices train. A person can become an apprentice at age twelve,
and they train for however many years it takes for them to become
journeymen. They then can train other apprentices while they themselves
train under a master. When they become masters themselves, they can become
functioning members of the guild and start their own businesses.
Banking:
There is a standardized banking
system in Ceenta Vowei, with the national bank headquarters in Jaharta.
There are also small bank headquarters for each province, and most cities
have a local bank. Bankers are usually scholar-priests, and the bank is
overseen by one of the emperor’s High Council members, whomever is picked
for the job. He is not the same person who oversees trade and marketing. The
banks hold the people’s money, and are also responsible for collecting taxes
from the people. They have a limited lending business, since lending is
usually looked down upon. Lending is done when the need is desperate, and
the claim must be approved by the High Council member who oversees the
banks.
Monetary System:
Ceenta Vowei’s money system is the
same as Kandel’s, except the seal of the Ceenta Voweiian emperor is stamped
on the front of the coins. However, the currency rate is the same, and the
coins are often used interchangeably in both nations.
Trade and Marketing:
Ceenta Vowei is a member of the
Ttarren Trading Network, a trade organization that is based in Ttarren,
Kandel. Every three years, representatives from each member nation meet in
some major
to discuss trade. There is free trade with each member nation. Other nations
may have tariffs imposed on them, depending how good diplomatic relations
are at the time. There is also the Royal Trading Guild, an organization
within Ceenta Vowei itself that heads trade between provinces and cities. It
also supervises the Market Day Fairs each year to ensure that everyone
follows the rules of trade.
